November’s ballot for the 2026 election will include Question A, the result of the Baltimore County Farmland Preservation Act passed in 2025. If a majority of residents vote for Question A, changes to the Urban-Rural Demarcation Line will require the approval of 6 of the 9 members of the County Council. Otherwise the current simple majority vote of 5 County Council members will continue. For the full text of the Baltimore County Farmland Preservation Act, please click here.
