Charlie Neer will be the guest speaker. Charlie is a native of Baltimore County and is now a landscape architect and principal of WRT. Since late in 2025, VPC has been working with WRT on a study of the Urban-Rural Demarcation Line, the effects it has had on Baltimore County and the surrounding area, and the ramifications of moving it to provide room for development. Charlie will be presenting a sneak peek at some of the study’s findings.
